The Position
WaterOne, a public water utility, is seeking its next General Manager to serve as chief executive officer to build on a strong foundation of excellence, customer focus, and long-term planning. The General Manager is responsible for the daily administration of the utility's operations, personnel, and financial affairs. Appointed by and reporting directly to the elected seven-member WaterOne Board, the General Manager has the responsibility for the overall operation and successful performance of its mission to provide a safe, reliable, high-quality water supply with exceptional service and value. This position is vacant due to the retirement of the previous General Manager who successfully led the utility for over 20 years.

The General Manager must ensure WaterOne is continually operating under appropriate federal, state, and local laws and regulations and comply with Board objectives set forth in Rules and Regulations, Board Policies, resolutions, and directives, with consistent regulatory compliance practices and appropriate risk management measures.

The General Manager provides leadership to a highly skilled team of employees while administering the affairs of the organization in accordance with organizational policies and WaterOne’s Strategic Plan. The General Manager oversees and encourages professional development for all employees; fosters a high level of morale and engagement among all employees; promotes a safe work environment and a security-conscious culture; maintains strong communications among the divisions and throughout the organization; and provides leadership in the water industry by being active in regional, state, and national water industry organizations.

Additional responsibilities include maintaining, updating, implementing, and monitoring of WaterOne’s 40-Year Master Plan, five-year capital improvement plan, and asset management plan; and reviewing organizational policies and updating, as appropriate. The General Manager will monitor and communicate key performance indicators (KPIs) as established by the WaterOne Board; and works with the WaterOne Board and Senior Staff to execute and update WaterOne’s Strategic Plan. In addition, the General Manager oversees Planning and Analysis Activities at WaterOne, ensuring that the water production, distribution, and metering facilities and infrastructure are adequate to serve current and future customer needs and are kept in good operating condition.

This position has eight direct reports: Executive Assistant/Assistant to the Board, Director-Customer Relations, Director-Distribution, Director-Finance, Director-Human Resources & Administration, Director-Information Technology, Director-Legal/Auditing, and Director-Production.

Qualifications
Minimum requirements
include a bachelor’s degree in any comparable field of study or discipline found within a utility or local government and knowledge of federal and local laws and regulations related to the water industry. At least seven years of utility or local government experience, including supervisory experience is required.

Preferred qualifications include a master’s degree or higher, at least five years of senior-level management experience, five years of progressively responsible utility or local government experience in a complex organization, and previous water industry experience. Proven management and communication skills as well as the ability to lead, motivate and develop staff at all levels are also strongly preferred. Demonstrated ability to work effectively with elected officials, broad knowledge in water utility operations, finance, strategic planning, human relations, community affairs, and governmental relations is also preferred. Experience working in an organization focused on public health and safety, continuous improvement, and exceptional customer service is desired.

The candidate must be bondable and have a valid driver’s license.

Compensation and Benefits
The range for the position is the mid $200’s to low $300’s, depending on qualifications and experience, with an excellent benefits package. WaterOne benefits include:
