JOB SUMMARY
The ideal candidates will be a dynamic team member with proven management skills, a PE license and significant water production and distribution design and construction experiences. Exposure to and expertise with hydraulic modeling and other engineering design and construction activities within the municipal arena is also welcome. Assists the General Manager with managing employee relations; overseeing communications strategies; supporting technology systems; working with customers, employees and department managers; monitoring compliance activities; assisting with preparation and management of budgets; and managing the employee safety and injury process. Additional duties include forecasting finances; responding to inquiries; working with vendors; and managing rate and fee studies, surveys and analyses.

QUALIFICATIONS
Reports directly to the CEO/General Manager and assists the overall management, administration, and operation of the Xenia water production and distribution systems in addition to serving as a project engineer. Conducts studies, designs improvements to water distribution systems, treatment facilities and processes, and provides technical assistance during construction.

Education:
Bachelor of Science Degree in Engineering.

Experience:
At least four years of experience in designing general civil and environmental projects, including experience in managing all phases of projects from conception to completion.

Licenses/Certifications:
  • Licensed Professional Engineer (PE)
  • Valid Iowa Driver's License
Preferred Qualifications:
IDNR Grade II Water Distribution Operator and/or Grade II Water Treatment License

MINIMUM KNOWLEDGE/SKILLS REQUIRED
Knowledge of the materials, machines, methods, techniques and equipment used in the construction, maintenance and repair of a water supply and distribution and wastewater treatment system; knowledge of water utility system operation and management practices and methods; knowledge of the modern principles and practices of water plant engineering; knowledge of principles and practices of modern human resource management; knowledge of the administrative rules and regulatory requirements that pertain to drinking water systems in Iowa.

Ability to determine long-range needs for expansion and reconstruction and to plan and organize work for the efficient accomplishment of such objectives; ability to effectively coordinate the activities of supervisory personnel engaged in various water activities and programs; ability to establish and maintain effective relationships with subordinates, Xenia board, representatives of other agencies, and the public; ability to speak and write effectively; ability to interpret and apply Xenia personnel policies and procedures.

HARDWARE/SOFTWARE/EQUIPMENT/TOOLS ESSENTIAL TO PERFORM JOB:
Frequently/Often: Motor vehicle; general office equipment; computers and peripheral equipment; spreadsheet, database, drafting, GIS and water system modeling software; a variety of printed materials; a variety of safety equipment and clothing.

PHYSICAL DEMANDS
General physical activities: Sitting 50 percent of the time; standing (but not walking) 25 percent of the time; standing and walking 25 percent of the time; routinely lifting objects under 10 pounds; routinely lifting objects from 10 to 25 pounds; occasionally lifting objects from 25to 50 pounds; and infrequently lifting objects over 50 pounds.

Vision requirements include the minimum standard for use with those whose work deals largely with preparing and analyzing data and figures, accounting, transcription, computer terminal, extensive reading, visual inspection involving small defects or parts, use of measurement devices or assembly of parts at distances close to the eyes.

Environmental Conditions: The work is performed inside and/or outside and includes being exposed to noise, mechanical hazards, electrical hazards, atmospheric conditions that affect the respiratory system or skin, oils.

The selection process consists of an evaluation of education and experience, an interview, completion of selected assessments. The selection process will also include completion of a criminal background check, which includes a sex offender registry check, verification of education, and check on validity of driver's license. Salary: $88,504 - $133,120 Annually
