Job Description
The Department of Natural Resources has a vacancy for an Environmental Specialist Senior at the Environmental Services Division - Field Office #4 located in Atlantic, Iowa. This is a lead worker position charged with promoting compliance with environmental regulations within southwest Iowa, through data review and management, routine and advanced compliance inspections, technical compliance assistance, complaint investigation and resolution, response to spills of hazardous materials, and preparation of compliance reports and enforcement documents. This position is frequently working in the field on sometimes difficult terrain and in all weather conditions.
Specific Job Duties Include:
Assist supervisor by participating in program planning, field office coordination, instructing and training employees, answering questions, and distributing, balancing, and checking staff work. Review highly technical and sensitive reports completed by field office staff to ensure compliance with departmental policies, environmental program rules and procedures, and established technical standards. As lead worker, ensure that environmental specialist staff working in assigned program areas are consistent in their inspections, evaluation of findings, and compliance/enforcement decisions based on program rules, procedures and management guidance.
Prepare for and conduct on-site, field inspections of complex public water supplies, wastewater treatment facilities, animal feeding operations, air pollution sources and control equipment, storm water control, sanitary disposal projects, regulated underground storage tank systems, and floodplains. These inspections require a thorough knowledge and review of applicable regulations, scientific principles, facility records, geographic information, and physical inspection of facilities. Inspection duties include sampling for environmental contaminants and interpretation of scientific data.
This position requires a high level of knowledge in using computer systems to access, input, interpret, and manage data related to regulated facilities and environmental monitoring. Databases, spreadsheets and other resources are frequently used in preparation for investigations, monitoring environmental compliance, retrieval of data in response to inquiries, and preparation of reports and other communications.
This position is required to effectively communicate regulatory requirements and factual findings to the general public and regulated parties – including participation in meetings with public officials, the general public, environmental professionals, and regulated parties.
Essential Functions
Inspects and determines compliance with environmental programs, including but not limited to public water supplies, wastewater treatment, animal feeding operations, air pollution sources and control equipment, storm water controls, sanitary disposal projects and regulated underground storage tanks.
Communicates clearly and concisely, orally and in writing, technical information, regulatory requirements, department policies, procedures, and guidance to public officials, industrial professionals, and others.
Uses PC based computer systems and software, routinely and effectively, for oral and written communication, and to utilize databases, develop spreadsheets, research reference documents, and analyze data.
Works outdoors and withstand physically demanding conditions frequently and for fairly long periods, including traversing rough terrain and stream banks and activities such as stooping, climbing ladders, and bending and lifting up to
25 pounds.
Instructs and trains employees; answers questions; distributes, balances and checks work of staff; and reviews reports completed by staff to ensure compliance with departmental rules, procedures, and related technical standards.
Establishes and maintains effective working relationships with management, DNR staff, stakeholders and the public. Adjusts to change, work pressures, or difficult situations.
Demonstrates initiative, a customer service and team orientation, and high standards of ethical conduct.
Travels frequently during the work week with some overnight stays.
Responds to emergency response calls during periods when on-call, and follows up on-site as needed.
Demonstrates regular and punctual attendance.

The starting salary for new state (Executive Branch) employees is expected be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable). The State’s total compensation package features an outstanding set of employee benefits that are worth about 30% of your total compensation.

Minimum Qualification Requirements
Graduation from an accredited college or university with a Bachelor's Degree in a Natural Science and three years of full time professional scientific experience in an environmental program in the areas of water supply, waste water, animal feeding operations, hazardous substances, radiation, sewage treatment, solid waste, geology, history, archeology, flood plain, air pollution, dam safety, or underground storage tanks;
OR
an equivalent combination of education and experience substituting one year of the required full-time professional work for each 30 semester hours of the required education;
OR
an equivalent combination of education and experience, substituting thirty semester hours of accredited graduate level coursework in a Natural Science, history, or archeology for each year of the required experience to a maximum substitution of two years;
OR
employees with current continuous experience in the State of Iowa Executive Branch that includes twenty-four months of full-time work as an Environmental Specialist or Environmental Engineer.
