GENERAL INFORMATION:

The City of Ames is conducting a recruitment to establish a Civil Service eligibility list for this classification. The list will be valid for up to one year from the date of certification by the Ames Civil Service Commission and may be used to fill one or more vacancies in this classification. In addition, City of Ames Civil Service employees who have previously held Civil Service status in this classification and are interested in voluntarily demoting or laterally transferring into the current vacancy must submit their application by the deadline.

Under general supervision of the Water Meter Supervisor, the Technician performs work in the installation, replacement, inspection, testing, and repair of water meters, and any other related work as required.

Work Schedule:
Typical hours of operation are Monday through Friday, 7:30am to 4:30pm.

Salary:
This position is governed by a bargaining unit agreement with the International Union of Operating Engineers (IUOE), which specifies steps in pay, until June 30, 2023 as follows:
  • Step A $26.20/hr or $54,496 annually
  • Step B $29.74/hr or $61,859.20 annually (After 18 months of employment)
  • Step C $34.97/hr or $72,737.60 annually (After 48 months of employment)

Public Service Loan Forgiveness (PSLF) Program: The PSLF Program is a federal program that is intended to encourage individuals to work in public service by forgiving the balance of their federal student loans. EXAMPLES OF ESSENTIAL JOB FUNCTIONS:
Installs, replaces, inspects, tests, cleans, and repairs all types and sizes of water meters; reassembles and calibrates meters; keeps work records of repairs and tests of meters, meter locations, parts and meter inventories; inspects and makes repairs to meters in the field; installs and programs digital/electronic meter registers and displays; tests and repairs backflow prevention assemblies used for hydrant meters; investigates, reports, and follows up on consumer complaints of noisy water meters or pipes, rusty/discolored water, low or high water pressure; high and low water use; makes minor piping corrections in the field; installs and checks outdoor registers and associated wiring for proper installation and verifies operation; has daily contact with the public and responds to citizen requests for information; maintains and repairs test equipment; performs monthly safety inspection of equipment and facilities; participates in safety training and other employee development/training activities; locates curb stops for service disconnects and reconnects as necessary. Must be willing to work an assigned work schedule or other shift as determined. Responds to after-hours call back requests.

QUALIFICATIONS:
Education and Experience: Successful completion of high school, HiSet, or GED and three years of experience in mechanical repair work, preferably with small mechanisms. General knowledge of plumbing systems and materials.

Licenses and Certificates: Valid Driver's License. Completion of Backflow Tester Training Course and registration as a Certified Backflow Tester with the State of Iowa within 12 months of employment. Valid State of Iowa Grade I Water Distribution System License within 24 months of employment. Must be able to maintain both licenses/certifications once obtain.

Knowledge, Abilities, and Skills: Knowledge of the methods, materials, tools, and equipment used in the replacement, repair and testing of water meters; knowledge of the mechanical and operating principals of all types of water meters; knowledge of methods, tools, and practices in the maintenance and repair of all types of water meters. Knowledge of methods, tools, and practices in the maintenance and repair of water lines and appurtenances. Knowledge of the principals of backflow and cross-connection prevention. Knowledge of the functions of a water distribution system as it relates to the installation, maintenance, and testing of water meters.

Ability to work from mechanical diagrams and to detect defects in the operating mechanisms of meters; ability to make routine arithmetical computations rapidly and accurately; ability to keep records of work performed; ability to deal courteously and tactfully with the public; ability to establish and maintain cooperative working relationships with department heads, managers, supervisors, employees, external public, vendors, suppliers, and contractors; and applying safe work practices; ability to work independently and to take responsibility for following previously outlined procedures; ability to operate light vehicles; ability to identify problems in the water distribution system; ability to express written and verbal information clearly and concisely.

Skill in the use of standard and specialized hand and bench tools.

SUPPLEMENTAL INFORMATION:
General Physical Requirements: The work involves sitting 40% of the time, standing (but not walking) 50% of the time, standing and walking 10% of the time, frequently lifting objects under 10 pounds, routinely lifting objects from 10 to 50 pounds, routinely lifting objects over 50 pounds.

Vision Requirements: The standard for use with those whose work deals with preparing and analyzing data and figures, extensive reading, and the use of a personal computer and/or tablet.

Required Physical Activities: Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, finger dexterity, talking, hearing, limited repetitive motions. Ability to climb up and down stairs and ladders and work in and around meter vaults, crawl spaces, and other confined spaces.

Environmental Conditions: The worker is subject to both inside and outside environmental conditions; may be required to work in areas where mechanical, electrical, chemical, and/or biohazards exist; may be subject to atmospheric conditions that affect the respiratory system or the skin; may be required to work in confined spaces and/or in darkness or poor light conditions; works independently 75% of the time.

Equipment Essential to the Job: General office equipment; personal computer and/or tablet; telephone; cellular smartphone; street maps; a variety of printed materials; gas monitor; drill press; abrasive grinder; sandblast cabinet; paint booth; pallet lift; a variety of general-purpose maintenance equipment; a variety of general-purpose power and hand tools; a variety of safety equipment and clothing; scale; portable flow testing equipment; stationary water meter test stand; differential pressure gauge; flow and pressure data-loggers; various light vehicles.

Selection Process:
The selection process consists of an evaluation of education and experience, written exam, phone interview, hiring assessment, on-site interview which will include a manager, and completion of a criminal background check, which includes a sex offender registry check. All candidates will be notified by email of their application status.

Depending on the number of qualified candidates, the City may forego phone interviews.

Written Exam
The written exam will be held on December 22nd at 5:30pm.
All qualifying candidates will receive email notification inviting them to self-schedule for this event. No alternative testing dates or times will be made available with the City of Ames proctoring. Candidates are responsible for their own transportation and any lodging costs to attend the exam.

Residency Requirement
All employees governed by the IUOE Blue Collar contract (which includes Water Meter Technicians) are required to reside within an area bordered by the Boone and Story County lines on the north and south, State Highway 65 on the east; and on the west, County Road R27 north of Boone, and the Des Moines River south of Highway 30 to the Boone County line. Communities intersected by the borderlines, and Zearing, shall be considered within the area. The permitted residency area is that area inside the borderlines.
